Start ingesting metadata extracted from the WHOI cruise data.

• This is just a start of harvesting the data and metadata. The top priority cruises are those associated with the demonstration projects planned for this effort.
• "Define metadata to be extracted" includes two subtasks -- (1) defining a controlled vocabulary and (2) creating a WHOI MTF file once that vocabulary has been defined.
